Without the diligent work and will of past presidents, the Memorial and Museum would be a very different place. With family members and survivors of the bombing at his side, President Bill Clinton signed new victims’ rights legislation into law. Both he and President George W. Bush were instrumental in the creation of the Oklahoma City National Memorial & Museum. President Clinton dedicated the Outdoor Symbolic Memorial on Presidents’ Day in 2000 and President Bush opened the Memorial Museum in 2001.
